BUYER & SELLER GUIDES

Can Foreigners Buy Land in Abu Dhabi? Buying a Villa Plot in 2026

Yes. Foreigners can buy freehold land in Abu Dhabi, but only inside designated investment zones, such as Saadiyat, Yas, Hudayriyat and Jubail Island. Most plots are sold by master developers in serviced communities with design rules. Expect the 2% registration fee, developer approvals before you build, and less mortgage choice than for a finished home.

Can foreigners buy land in Abu Dhabi?

Yes, within limits. Since the 2019 amendment to the real estate registration law, non-UAE nationals can own freehold land, as well as buildings, inside Abu Dhabi's investment zones. Outside those zones, foreign buyers can hold only long-term rights such as musataha, usufruct or a long lease. UAE nationals can buy land anywhere in the emirate, and Emiratis also have access to government housing plots, which come with their own rules.

So the question is less whether you can buy land than which land is in an investment zone. ADREC reported 50 zones after approving eight in H1 2026, but no complete public list exists, and tenure is set plot by plot. Our freehold areas guide lists the zones we can confirm.

Where can you buy a residential plot as a foreigner?

Most freehold plots open to foreign buyers come from master developers, sold as serviced plots inside a planned community with roads and utilities already in place. Recent and well-documented examples:

Examples of residential plot communities open to all nationalities. Status as reported in the sources below; confirm current availability and each plot's tenure on DARI.

Resale plots also trade on portals and through brokers, often at a premium to the launch price once a community sells out. A resale plot is bought like any resale property, through DARI, with the developer's NOC.

How does buying a plot work, step by step?

1. Choose the plot and confirm tenure. Check the plot is freehold in an investment zone and that the seller, or the developer, is the registered owner on DARI. Ask for the site plan and the plot's permitted use, height and built-up area.

2. Read the design and build rules. Master developers set design guidelines covering height (for example ground plus one), setbacks, façades, boundary walls and sometimes the architects you can use. These determine what you can actually build on the plot, and so what it is worth.

3. Sign and pay. Modon describes a deposit of about 5–10%, with the balance and the 2% transfer fee paid before the title deed is issued. Developer launches often use payment plans instead.

4. Register. The sale is registered on DARI. For a developer sale, the developer's NOC is part of the file. Our DARI guide walks through the platform.

5. Design and permit. Before construction you need the developer's design approval and a building permit from the municipality, applied for through TAMM, with utility connections approved alongside.

6. Build and complete. Appoint a licensed contractor, supervise against the approved drawings and obtain completion certificates and utility connections before you move in or let the villa.

What does it cost to buy and build on a plot?

The purchase costs are similar to any property: the 2% registration fee, a broker's commission on a resale, and developer fees for the NOC and any design review. Our buying costs guide sets out the standard fees.

The larger budget is the build: architect and engineering fees, permit fees, the contractor's price, landscaping, pool and fit-out, plus community service charges that typically start once the infrastructure is handed over. Build costs vary too widely by specification to quote a reliable per-sq-ft figure, so get quotes from licensed contractors against a concept design before you buy. Keep a contingency for cost overruns and price changes in materials.

Is there a deadline to build on a plot?

It depends on the plot. Government housing plots granted to Emiratis must start construction within three years or risk withdrawal (Abu Dhabi Housing Authority). Privately bought freehold plots are governed by the sale agreement and the developer's community rules, which may set a window to submit designs, start or finish building, sometimes with penalties or service charges that apply whether or not you build. We have not found a single emirate-wide rule for private plots, so read the sale and purchase agreement for any build obligation before you sign.

Can you get a mortgage on land in Abu Dhabi?

Sometimes, but options are narrower than for a finished home. Some UAE banks finance land and self-build, usually on more conservative terms, and construction finance is often released in stages against progress. Many plot buyers therefore pay cash for the land, or use a developer payment plan, and finance the build separately. Speak to banks before committing; our mortgage guide covers the lending rules and cash vs mortgage the trade-off.

If a Golden Visa is part of the plan, confirm with the Abu Dhabi Residents Office whether a vacant plot counts towards the AED 2m threshold before you rely on it.

What are the risks of buying land in Abu Dhabi?

No income while you build. A plot earns nothing until the villa is finished and let or occupied, typically several years from purchase.

Build risk. Contractor delays, cost overruns and design changes sit with you, not a developer. Off-plan buyers have escrow protection; self-builders do not.

Restrictive design rules. Guidelines can limit what you build and add approval time.

Liquidity. Plot resale demand tends to be strongest straight after a sell-out launch, and the buyer pool is smaller than for finished homes. Compare the plot route with ready vs off-plan and our villa vs apartment guide before choosing.

Frequently asked questions

Can foreigners buy land in Abu Dhabi?

Yes, freehold, but only inside designated investment zones such as Saadiyat, Yas, Al Reem, Hudayriyat and Jubail Island. Outside those zones, foreign buyers can hold musataha, usufruct or a long lease rather than freehold.

Where can I buy a villa plot in Abu Dhabi as a foreigner?

Recent examples open to all nationalities include Modon's Wadeem plots on Hudayriyat Island, launched in 2025, and Aldar's Saadiyat Reserve on Saadiyat Island, launched in 2019. Resale plots also trade in investment-zone communities. Confirm each plot's tenure on DARI.

What fees do you pay when buying land in Abu Dhabi?

The 2% registration fee on the price, any broker commission on a resale and developer fees such as the NOC. The build then adds design, permit, contractor and utility costs.

Do you have to build within a certain time on an Abu Dhabi plot?

Government-granted housing plots for Emiratis must start construction within three years. For privately bought freehold plots, any deadline comes from the sale agreement and the developer's community rules, so check those documents before you sign.

Can you get a mortgage to buy land in Abu Dhabi?

Some banks finance land and construction, but terms are usually more conservative than for a finished home and construction loans are often paid in stages. Many buyers pay cash or use a developer payment plan for the plot.

Is buying a plot better than buying a finished villa?

It can be if you want a custom home and can carry the build risk and the years without income. A ready villa gives immediate use or rent and a clearer value. Compare the total cost of plot plus build with ready villas in the same community.
