What are the steps to sell a property in Abu Dhabi?

There are seven: value the property, appoint a licensed broker under a written brokerage contract, obtain a Madhmoun advertising permit, market it and agree terms, sign the sale and purchase agreement, clear the service charges, developer NOC and any mortgage, and register the transfer through DARI. Most of the process now runs online through DARI, ADREC’s digital platform, and TAMM. Selling as an heir? Start with our inherited property guide.

Agent commission, commonly 2% plus VAT, is normally the seller’s largest cost, and the 2% registration fee is split between buyer and seller by agreement.

The registration at the end is quick. The time goes into pricing, marketing and gathering clearances from third parties, so preparing documents early is the most reliable way to shorten a sale.

How should you price a property to sell in 2026?

Price from registered sales of comparable units, not from asking prices on the portals. Buyers, their advisors and the buyer’s bank all check the price against achieved sales, so a figure that cannot be supported by evidence tends to sit unsold.

Prices are higher than a year ago. ADREC reports repeat-sale prices up 20% for apartments and 12% for villas in H1 2026. ValuStrat’s index rose 17.8% year on year in Q2 2026, but only 2.1% on the quarter, so momentum is easing.

Ready homes also face strong competition from new launches. Off-plan deals made up 82% of residential transactions in H1 2026, according to ADREC. ValuStrat recorded 1,145 ready-home sales in Q2 2026, down 28.3% year on year, even as the average ready-home price rose 10.9% to AED 1,442 per sq ft. A resale home therefore has to be priced on what off-plan cannot offer: a buyer can move in, rent it out or finance it now.

In practice, set three figures before you list: a list price, a target price and a walk-away price. Our property valuation guide explains how to build them, and our strategic pricing service does it for you. If you want an official reference point as well, DARI issues a valuation certificate for a single unit for AED 1,000, with no documents required.

What is a Madhmoun permit and what are the listing rules?

Madhmoun is ADREC’s advertising permit and listing system. Since 7 July 2025, every property advert in the emirate has needed a Madhmoun permit issued through DARI before it is published, and no more than three approved brokers can advertise the same property.

The owner stays in control. When a broker requests a permit, the owner is notified and decides who may advertise the property. Sale permits cost AED 125 for one month or AED 250 for two or three months, plus 5% VAT, and adverts without a valid permit are flagged or removed.

Al Reem and Al Maryah are different. Both islands sit within Abu Dhabi Global Market (ADGM). Adverts there need ADGM’s own real estate advertising permit, issued through its AccessRP platform and integrated with Madhmoun, which ADGM rolled out in August 2025. If you own on Al Reem Island, confirm the ADGM procedure with your broker before marketing starts.

What agreement do you sign with a broker in Abu Dhabi?

A written brokerage contract. Abu Dhabi does not use Dubai’s RERA Form A. Instead, the regulations require a written contract on the authority’s approved template, and Bayut notes that when an agent is used, the brokerage contract is created and signed on DARI.

The courts take this seriously. In a case reported in February 2026, the Abu Dhabi Commercial Court of First Instance dismissed a broker’s AED 117,000 commission claim because no approved written brokerage contract had been registered. The court said the contract must be on the approved template and registered within 15 days, before the broker receives any funds. For a seller, the practical lesson is to sign nothing informal: agree commission, duration, who may advertise and whether the broker is exclusive in the registered contract.

Check the broker is licensed. Law No. 2 of 2025 amended Abu Dhabi’s real estate sector law, Law No. 3 of 2015, and tightened the rules on brokerage. A licence alone is not enough, as the court noted, but an unlicensed intermediary is a risk you do not need to take. Our guide to choosing a real estate agent in Abu Dhabi shows how to check one.

Commission. The commonly quoted rate on a resale is 2% of the price plus 5% VAT, normally paid by the seller. We have not found an official text that fixes it, so it is a matter of negotiation.

How does the transfer work on DARI?

Once terms are agreed, the sale and purchase agreement is recorded and the transfer registered through DARI, or through TAMM. The agreement sets out the property, the price, the payment method (cash or mortgage), the parties and who pays the registration fee. All parties attend or are represented, the fees are paid and the new title deed is issued to the buyer. Bayut reports that a transfer through TAMM takes about three days.

Typical documents are:

1. Passports and Emirates IDs for every seller and the buyer.

2. The original sale and purchase agreement.

3. Proof that service charges and any outstanding instalments are paid.

4. A mortgage release letter from the bank, if the property is mortgaged.

5. A no-objection certificate from the master developer or co-owners, where applicable.

6. A site plan issued within the last six months and a final meter reading certificate.

7. A notarised power of attorney if anyone will not attend in person.

On Al Reem and Al Maryah, the register is held by the ADGM Registration Authority, not DARI. The Al Reem register moved to ADGM on 1 January 2025 under the ADGM Real Property Regulations 2024, so the transfer follows ADGM’s process.

Do you need a developer NOC and service charge clearance?

Usually, yes. ADREC states that all outstanding service charges must be settled before a sale or transfer can be completed, and a service charge clearance certificate is required. Developers and master developers generally issue a no-objection certificate only once the account is clear, confirming they have no objection to the sale.

Developer NOC fees vary by developer, and we have not found an official schedule, so ask for the current fee when you instruct the sale. Request the NOC as soon as an offer looks likely, as it is one of the items most likely to delay completion. Our guide to service charges in Abu Dhabi explains how arrears are handled.

Selling off-plan before handover. The rules are stricter. Bayut reports that master developers such as Aldar typically require 30% to 40% of the price to have been paid before they approve an assignment. All instalments due must be paid up to the transfer date, and the buyer takes over the remaining payment plan. See our off-plan property guide for more.

How do you sell a mortgaged property in Abu Dhabi?

Ask your bank for a liability letter showing the amount needed to settle the loan, then settle it as part of the sale so the bank can issue a release letter. The release letter is one of the documents required at transfer.

For individual borrowers, the UAE Central Bank caps early settlement fees at 1% of the outstanding balance or AED 10,000, whichever is lower. If the buyer is also using a mortgage, the buyer’s bank will value the property. A valuation below the agreed price leaves the buyer to fund the gap or renegotiate, which is another reason to price on evidence.

Agree with your bank and the buyer early how the loan will be cleared before transfer, and write the sequence into the sale agreement. Bank letters depend on the bank’s own timetable, so request them as soon as an offer looks likely.

What does it cost to sell, and who pays?

Agent commission is usually the seller’s largest cost. Most other items are settlements of what you already owe, which must be cleared before transfer.

The registration fee is set under Resolution No. 49 of the Executive Committee, which allows 1% to 4%; Bayut reports 2% as the current rate. Record the split in the sale agreement.

On tax, an individual who sells property held personally pays no UAE tax on the gain. Cabinet Decision No. 49 of 2023, in effect from 1 June 2023, treats real estate investment by a natural person that needs no licence as outside corporate tax. Property held through a company can be taxable, and your home country may tax the gain.

Can you sell a property with a tenant in it?

Yes. The lease generally continues with the new owner, so the buyer inherits the tenant, the rent and the lease end date. That narrows your buyers to investors, who will price the unit on its rent. A vacant home reaches owner-occupiers as well as investors.

Rent rules matter more in 2026. On 2 June 2026, ADREC cut the permitted annual rent increase from 5% to 0% until further notice, referenced to the last registered Tawtheeq contract. ADGM properties are excluded. Outside ADGM, an investor should therefore expect the current rent to hold, and a unit let below market will be priced accordingly.

We have not found an official Abu Dhabi text that sets a specific notice period for ending a lease because of a sale, so take legal advice before serving any notice. Have the registered tenancy contract ready for buyers either way. Investors will ask for it first.

How ODZ helps owners sell

ODZ advises owners from the first valuation to the title deed. We price the property on registered comparable sales and an inspection, set out a list, target and walk-away price, and run a controlled sale process under a properly registered brokerage contract. Through to completion, we coordinate the Madhmoun or ADGM permit, the developer NOC, the banks and the registration platform so the sale does not stall at transfer. For the wider context, see our Abu Dhabi property market 2026 guide.

Frequently asked questions

How long does it take to sell a property in Abu Dhabi?

The registration itself is quick: Bayut reports that a transfer through TAMM takes about three days. The overall time depends on pricing, demand and how fast the developer NOC and any mortgage release arrive. A well-priced property with documents prepared in advance moves fastest.

Do I need an agent to sell property in Abu Dhabi?

No, owners can sell directly, and owners can apply for a Madhmoun permit themselves. If you use an agent, they must be licensed and sign a written brokerage contract on the approved template on DARI. Without a registered contract, a broker’s commission claim can fail in court.

Who pays the 2% transfer fee when selling in Abu Dhabi?

It is agreed between buyer and seller. The fee is often shared equally, and sometimes the buyer pays all of it. Record the split in the sale and purchase agreement.

Is there a Form A in Abu Dhabi?

No. Form A is a Dubai RERA document. In Abu Dhabi, the seller and broker sign a written brokerage contract on the approved template, which is created on DARI. It should set out the commission, duration and whether the broker is exclusive.

Do I pay capital gains tax when I sell property in Abu Dhabi?

Not as an individual holding property personally. Under Cabinet Decision No. 49 of 2023, real estate investment by a natural person that does not require a licence falls outside UAE corporate tax. Property held through a company can be taxable, and your home country may tax the gain.

Can I sell my property if I still have a mortgage?

Yes. Ask your bank for a liability letter, settle the loan as part of the sale and present the bank’s release letter at transfer. For individuals, early settlement fees are capped at 1% of the outstanding balance or AED 10,000, whichever is lower.

Can I sell my Abu Dhabi property with a tenant in it?

Yes. The lease generally continues with the new owner, so you will mainly attract investors. Since 2 June 2026, ADREC has set the permitted rent increase at 0% outside ADGM until further notice, so buyers will value the rent in place. Take legal advice before serving any notice to a tenant.

Can I sell an off-plan property in Abu Dhabi before handover?

Usually, yes, with the developer’s approval. Bayut reports that developers such as Aldar typically require 30% to 40% of the price to be paid before approving an assignment, and all instalments due must be up to date. The buyer takes over the remaining payment plan.
