BUYER & SELLER GUIDES
Can You Sell Off-Plan Property Before Handover in Abu Dhabi? (2026)
Usually, yes. You can resell an off-plan unit in Abu Dhabi before handover if your sale and purchase agreement allows it, you have paid the developer’s minimum (commonly about 30% of the price) and the developer issues a no-objection certificate. The resale is registered through DARI on the Interim Real Estate Register; an unregistered sale is not legally binding.

Can you sell an off-plan property before completion in Abu Dhabi?
Yes, in most projects. Under Law No. 3 of 2015, every sale or other disposal of an off-plan unit must be entered in the Interim Real Estate Register, and one that is not registered is not legally binding. That applies to a resale by the first buyer just as it does to the original purchase from the developer. Abu Dhabi does not use Dubai’s “Oqood” term; the registration runs through DARI.
Whether you can sell, and when, is set mainly by your sale and purchase agreement (SPA). Read its resale or assignment clause first: it states the minimum you must have paid, the developer’s consent and any fee. Our off-plan guide explains the register and the buyer protections behind it.
How much do you need to have paid before you can resell?
Bayut and dubizzle both put the usual threshold at about 30% of the purchase price, but it is a developer rule, not a law, and some SPAs set a higher figure or a construction milestone. On a payment plan, check exactly when your cumulative payments will reach it.
| Item | Typical position | Where to check |
|---|---|---|
| Minimum paid before resale | About 30% of the price | Your SPA and the developer |
| Developer consent | NOC required for every resale | Developer customer service |
| Developer fees | Fixed admin fee, or a percentage on some projects | Developer, in writing |
| Outstanding instalments | Usually taken over by the buyer | Payment plan and statement of account |
| Construction stage and handover date | Affects price and buyer interest | Developer update; DARI project status |
What are the steps to resell off-plan on DARI?
dubizzle sets out the process as follows:
1. Check eligibility. Confirm you have paid the developer’s minimum and read the resale clauses in your SPA.
2. Instruct a licensed broker. Any advert needs a Madhmoun permit; see our guide to choosing an agent.
3. Get the developer’s NOC, which confirms the developer has no objection and that your instalments are up to date.
4. Open the sale on DARI. Select the property and payment method, enter buyer and seller details (and any power of attorney) and upload the documents.
5. Buyer approval and authority review. The buyer approves the agreement and it is reviewed for approval.
6. Sign and pay. Book the signing, pay the fees and complete the transfer of your interim registration to the buyer.
The buyer then steps into your position with the developer and pays the remaining instalments. At completion, the interim registration becomes a title deed in the buyer’s name; our handover guide covers that stage.
What does it cost to resell off-plan in Abu Dhabi?
There is no single published schedule. Expect the following, and get each figure in writing before you agree a price:
| Cost | Reported range | Usually paid by |
|---|---|---|
| Developer NOC | About AED 500 to AED 5,000, depending on developer (Property Finder; dubizzle) | Seller |
| Developer transfer or admin fee | Often a fixed fee; some developers charge 1% to 2% of the price (Property Finder) | Negotiable |
| DARI registration fee | Calculated by DARI on the deal value (dubizzle) | Negotiable |
| Broker commission | Commonly 2% plus 5% VAT; dubizzle quotes 1% to 3% | Seller, by agreement |
dubizzle describes the registration fee as 2% of the valuation or selling price, or 1% of the remaining valuation or contract amount, whichever is higher, calculated automatically by DARI. We have not found this in an official ADREC schedule, so check the figure DARI shows before signing.
How is the price of an off-plan resale worked out?
The buyer usually pays you what you have paid the developer, plus or minus a premium, and takes over the remaining instalments. An example with assumed figures:
| Item | Amount |
|---|---|
| Original price | AED 2,000,000 |
| Paid to developer so far (40%) | AED 800,000 |
| Agreed premium | AED 150,000 |
| Buyer pays the seller | AED 950,000 |
| Buyer takes over remaining instalments | AED 1,200,000 |
| Seller’s gain before costs | AED 150,000 |
Two market facts shape the premium. Off-plan made up 89% of Abu Dhabi’s residential sales value in H1 2026, so your unit competes with new launches on attractive payment plans. And banks lend at most 50% on off-plan property, so most resale buyers pay in cash. Price against recent resales in the same project, not the developer’s current launch price.
What happens to your Golden Visa if you sell?
An off-plan unit supports a Golden Visa only once at least AED 2,000,000 has been paid to an approved developer. If you sell the property your visa relies on, you lose the basis for it, so ask the Abu Dhabi Residents Office (ADRO) how and when the visa is affected before you sign. For the buyer, eligibility depends on what they have paid in total. Our Golden Visa guide explains the rules.
Should you sell before handover or wait?
| Sell before handover | Hold to handover | |
|---|---|---|
| Cash needed | Stops further instalments | Final payments and handover fees due |
| Buyer pool | Mostly cash buyers | Wider, as buyers can borrow up to 80% on a ready first home |
| Competition | New launches with payment plans | Other units handing over at the same time |
| Income | None | Rent from day one once let |
| Main risk | Low premium in a crowded launch market | Delay, snagging and service charges |
If many similar units in your district complete at the same time, selling a little before the handover wave can make sense; otherwise, a ready unit with a tenant often reaches more buyers. Our ready vs off-plan guide compares the two positions.
On Al Reem and Al Maryah, off-plan sales follow ADGM’s rules, so confirm the process with ADGM.

Frequently asked questions
Can I sell my off-plan property before handover in Abu Dhabi?
Usually, if your sale and purchase agreement allows it, you have paid the developer’s minimum and the developer issues an NOC. The resale must be registered on the Interim Real Estate Register through DARI.
How much do I need to pay before reselling off-plan?
Commonly about 30% of the purchase price, according to Bayut and dubizzle, but the figure is set by your developer and SPA, so check it there.
What fees apply to an off-plan resale in Abu Dhabi?
A developer NOC fee, sometimes a developer transfer fee, the DARI registration fee and broker commission. Amounts vary by developer and deal, so get each in writing before agreeing a price.
Is there Oqood in Abu Dhabi?
No. Oqood is Dubai’s off-plan register. In Abu Dhabi, off-plan sales and resales are entered in the Interim Real Estate Register through DARI.
Can the buyer of an off-plan resale get a mortgage?
Banks can lend up to 50% of the value on off-plan property under Central Bank rules, and fewer lenders finance resales before completion, so most buyers pay in cash.
